Ssc- This stitch is hard to explain so, I found this website with great instructions on how to do the shallow sc stitch.

Ch-1 does not count as a stitch.

Ch-3 counts as a stitch

This pattern is done in multiples of 3, so you can make the cowl wider by adding stitches or longer by adding rows. You can make it smaller by reducing stitches and/or rows.

Using the  J-10 (6 mm) hook, chain 120, join to make a circle, make sure that your chain is not twisted before joining. (you will be working in the round but turning after each round),

Rd 1: ch 1, sc in the first ch and each chain around, join to beg sc. (120 sc)

Rd 2: ch 1, turn, ssc in each st around, join. (120 ssc)

Rds 3-6: Repeat Rd 2. * (Note: after round 6, the border should be about 1 ¼ “ (2.54 cm)

Rd 7: Switch to the G-6 (4 mm) hook, ch 3, turn, 2 dc in the same st as join, skip the next 2 sts, * 3 dc in the next st, sk the next 2 sts, 3 dc in the next st; Repeat from * around, join. (40 dc groups)

Rd 8: Turn,  sl st to the center dc of the first dc group, ch 3, 2 dc in the same st, * 3 dc in the center st of the next 3 dc group; Repeat from * around, join to the 3rd ch of beg ch-3. (40 dc groups)

Rds 9-22: Repeat Rd 8, (remember to turn at the beginning of each round). (40 dc groups)

Rd 23: Change to J-10 (6 mm), ch 1, turn, sc in each st around, join to beg sc. (120 sc)

Rd 24: Ch 1, turn, ssc in each st around, join to beg ssc. (120 ssc)

Rds 25-28: Repeat round 24. (120 ssc)

Edging: Switch to the G-6 (4 mm) hook, ch 1, reverse sc around the cowl, join to beg reverse sc, fasten off.

Repeat the same edging on the other end attaching yarn in the beginning ch, fasten off.

Weave in ends and block.
